What does USCIS mean by 'processing time'?

USCIS publishes a processing-time range that represents the time it takes 80% of cases to be completed at a given office. The Inquiry Date column shows the case-receipt date that is currently outside the normal processing window — only cases filed before that date are eligible for an outside-normal-time inquiry.

Why are processing times different at different USCIS offices?
